Hurricanes and their legislative aftermath

We've all been seeing the images from Katrina. If you watch Animal Planet at all, you've seen some of the poor animals stranded by the storm. Tragic as it is, people should take precedence. Right?

Wrong. There's a plot afoot to require state and local governments to factor pets into their planning. Specifically,

STANDARDS FOR STATE AND LOCAL EMERGENCY PREPAREDNESS OPERATIONAL PLANS.—in approving standards for State and local emergency preparedness operational plans … the Director shall ensure that such plans take into account the needs of individuals with household pets and service animals following a major disaster or emergency.

Of course, as the article points out, the word "individuals" is superfluous. It's only purpose seems to be to prevent even more savage mockery.

There you have it. A piece of legislation even PETA could be proud of.
